Public Health and Human Rights

The highest attainable standard of health is one of the fundamental rights of every human being. Health and well-being are nearly impossible to achieve when these rights are neglected or violated. The APHA Annual Meeting theme "Public Health and Human Rights" will examine health and human rights from multiple perspectives, including social sciences and natural and quantitative sciences. It will explore human rights issues in the areas of employment, healthcare, security, race, reproductive rights and mental health to name a few. This interdisciplinary approach evaluates the complex issues at the intersection of health and human rights and enables more promising solutions and employs more accurate evaluation techniques.

Public Health and Human Rights

Paul E. Farmer, MD, PhD, is a founding Director of Partners In Health (www.pih.org), an international charity organization that provides direct health care services on behalf of those who are living in poverty. Dr. Farmer has worked in infectious disease control for nearly two decades and is a world-renowned authority on AIDS and tuberculosis. His work draws primarily on active clinical practice. He is an attending physician in infectious diseases and Associate Chief, Division of Social Medicine and Health Inequalities, at the Brigham and Women's Hospital in Boston, and medical director of the Clinique Bon Sauveur, in rural Haiti. He has written extensively about health and human rights, and about the role of social inequalities in determining the distribution and outcomes of readily treatable diseases. Dr. Farmer received his MD and PhD simultaneously from Harvard University. He and his wife, anthropologist Didi Bertrand, divide their time between Haiti, Rwanda, the United States, and Paris.

Helene D. Gayle, MD, MPH, President and CEO of CARE USA, is a powerful advocate for policies that defend the dignity and human rights of all people and promote the eradication of poverty. She was director of HIV, TB & Reproductive Health within the Global Health Program at the Bill & Melinda Gates Foundation; director of the National Center for HIV, STD and TB Prevention with the Centers for Disease Control and Prevention (CDC); and served in the U.S. Public Health Service for 20 years, retiring as a Rear Admiral. Dr. Gayle has made significant contributions to the study, control, and prevention of HIV and AIDS and other infectious diseases. She is a graduate of Barnard College of Columbia University, the University of Pennsylvania and Johns Hopkins University.

Closing General Session Wednesday, November 8 4:30 pm-6:00 pm

Expanding Health Care Coverage: Are Mandates An Option?

The Closing General Session will focus on increasing access to health care and examine initiatives at the state and federal level that incorporate individual and employer mandates. The panelists will discuss various proposals for their general applicability and approach. APHA has long standing policy asserting health care is a human right and the states are the laboratory for action right now. Panelists will focus on the Massachusetts legislation which includes a combination of individual and employer mandates and the "Wal-Mart bill" which has been introduced in several states, passed in Maryland and includes an employer mandate.

John E. McDonough is the Executive Director of Health Care for All, Massachusetts' leading consumer health advocacy organization. From 1998 through 2003, he was an Associate Professor at the Heller School of Brandeis University and a Senior Associate at the Schneider Institute for Health Policy. From 1985 to 1997, he served as a member of the Massachusetts House of Representatives where he co-chaired the Joint Committee on Health Care. In 1996, he led the successful campaign for passage of health access legislation to cover uninsured children, funded by new tobacco taxes, legislation which served as a model for the federal Children's Health Insurance Program.

He currently teaches at the Harvard School of Public Health and received a doctorate in public health from the School of Public Health at the University of Michigan and a master's in public administration from the John F. Kennedy School of Government at Harvard.

Vincent DeMarco is President of the Maryland Citizen's Health Intiative, a coalition of organizations seeking to insure quality, affordable health care for all Marylanders. The Initiative was the lead organization working for Maryland's landmark Fair Share Health Care Law that requires large corporations to spend a fair amount on health care. Previously, he was Executive Director for the Maryland Children's Inititiative, which brought together more than 350 Maryland organizations to successfully promote an increase in the state cigarette tax. In addition, DeMarco has been active in the state and national anti-gun violence movement. As former Director of Community Outreach for Handgun Control, Inc., a national anti-gun violence group chaired by Sarah Brady, DeMarco created a coalition of more than 100 national organizations to defeat the gun lobby's efforts to repeal the national assault weapons ban.

On Sunday, November 5, join your colleagues at the Public Health Awards Ceremony to recognize the individuals who will be receiving APHA's most distinguished awards. The award reception and ceremony will take place at the new Boston Convention and Exposition Center beginning at 6:30 pm. Guests will be welcomed with passed hors d'oeuvres and beverages prior to the ceremony.

In addition to providing quality education and networking, it is APHA's goal to give back to the local community. Continuing Education Fees Reduced by 50%!

Continuing Education fees have been drastically reduced. For only $50, registrants can earn up to 37.5 credit hours in CHES, Nursing and CME (for physicians and non-physicians). An online session evaluation is required for each session and must be completed no later than December 4, 2006.

APHA Celebration at the John F. Kennedy Library and Museum

i-Communicate

Networking at APHA is now even easier! i-Communicate, APHA's electronic information centers, enable registered attendees to access their e-mail from two locations in the Boston Convention and Exposition Center.

In addition, all APHA Annual Meeting registrants will be assigned a temporary i-Communicate mailbox once their meeting registration has been confirmed and can begin corresponding with other registered attendees via i-Communicate one month prior to the meeting, on site and for two months following the meeting.

Virtual Expo

The Virtual Expo is an online interface that gives registrants the ability to browse the Public Health Expo floor plan, search for exhibitors by company name, product/service category and keyword. E-ssentialLearning--Online Session Presentation Recordings

APHA has expanded the educational experience of both presenters and attendees at the APHA Annual Meeting by providing web-based technology for all scientific sessions. Scientific session voice and Power Point presentations are recorded and uploaded to the APHA web site, extending the life of the meeting and providing access to hundreds of presentations that Annual Meeting registrants may have missed.

To receive full access to these recorded sessions, register for E-ssentialLearning on the Annual Meeting registration form. Discounted fees of $30 for Annual Meeting session presenters, $55 for APHA members (who are not session presenters), and $110 for non-members are in effect for anyone registering for the full APHA Annual Meeting by the October 2 pre-registration deadline. These fees will increase substantially for anyone registering on-site in Boston.

Nearly 2,000 individual presentations were successfully recorded last year. Log-in information and password access to these E-ssentialLearning sessions will be provided to registrants immediately following the Annual Meeting. E-ssentialLearning requires a high speed internet connection.

Taxi Service

Boston taxis are available at Logan terminals 24 hours a day and all areas within a 12-mile radius of downtown Boston are charged a metered rate ($2.25 start rate; $0.30 each additional 1/8 mile). Beyond the 12-mile radius the charge is a flat rate ($2.60/mile). All fares are based upon the occupancy of one to four passengers per taxi and are subject to change.

Station wagons, accessible taxis for persons with disabilities, and credit card taxis are available upon request. All fares leaving Logan Airport are charged a $2.00 airport fee. Travel through the harbor tunnels will cost an additional $4.50 toll fee.

Complimentary Shuttle Service

During the Annual Meeting complimentary shuttle service will be provided between official APHA hotels and the Boston Convention and Exposition Center (BCEC) with the exception of the Westin Boston Waterfront and the Boston Seaport Hotels, which are within walking distance. Final shuttle schedules will be available on-site.

Wheelchair Accessible Van service can also be scheduled upon request between official APHA hotels and the Boston Convention and Exposition Center for attendees with disabilities. Visit or call the Shuttle Bus Service Desk or the APHA Access booth located in the registration area of the Boston Convention and Exposition Center to make arrangements in advance. Phone numbers will be published on all shuttle signage, in the final program and in the badge-mailing packet.

Registrants with mobility issues who are unable to utilize APHA shuttle buses or the on call accessible transportation option, may utilize cab service to and from official APHA hotels and the Boston Convention and Exposition Center. In these cases, APHA will reimburse for taxi fares between official APHA Annual Meeting properties. Submit all receipts to APHA (c/o Conventions Dept., 800 I St., NW, Washington, DC 20001) no later than December 4, 2006.
